Start with a 4"x 5 1/2" white card. Cut a 2 3/4"-square window centered in the upper front portion.
Cut a 3 1/2" square of red vellum paper.Machine baste with white thread 1 1/4" from each edge to form a tic-tac-toe grid (1). Run a glue stick along the edges and attach the vellum to the card inside, centering it in the window. Add white "x" and "o" letter stickers to the vellum grid.
Thread "x" and "o" alphabet beads onto a 12" length of red 26-gauge wire. Between the letters, spiral-curl the wire around a quilting pin or needle, allowing a scant 1/4" between each letter. Spiral-curl the ends around a slightly larger cylinder, such as a skewer.
Open the card flat and position the wired beads on the card front as desired. Poke two pinholes in the card on either side of the wire, just past the beads. Thread a small piece of wire through the holes and twist it around the bead strand to secure.
