I have an evening gown with a jacket, but unfortunately the jacket has a couple bad snags on one shoulder. How can I fix this so I can still wear it?

First start by pulling what you can of the snag back into the fabric by stretching the material. This is to minimize a visible line that might occur from the thread being pulled out.
Then, using a needle or very small crochet hook, pull the rest of the snagged thread through the fabric to the inside of the jacket where the snag occurred.
Another solution is to cover the area with an appliqué or beading and then repeat the treatment on other parts of the garment so it looks planned.
